Microsoft's latest Visual Studio and GitHub Copilot updates add a Plan agent, multi-file review, context window management, and Agent Skills that let Copilot participate in debugging, profiling, testing, and modernization — all inside the IDE you already use.

Visual Studio 2026: Plan, Review, and Build with Copilot Agents

The best developer tools do not chase novelty. They remove friction from the rhythm you already have: think, try, check, adjust. That is exactly the direction Microsoft is taking with Visual Studio 2026 and the latest GitHub Copilot updates. Instead of adding more noise to the inner loop, Copilot is learning to participate in it.

Recent announcements from the Visual Studio team bring three genuinely useful upgrades to that loop:

  • Plan before you build with the new Plan agent
  • Review everything at once with multi-file summary diff
  • Stay in control of context with a visible context window indicator

Alongside those workflow improvements, Build 2026 made clear that Copilot in Visual Studio is moving beyond chat and completions. Agents are coming that can debug, profile, test, and even modernize your applications — all inside the IDE. If you live in C#, C++, .NET, or Web Forms, this is a set of upgrades worth understanding.

Plan Before You Build

Most of us have been there: three files into a change, you realize the design should have been thought through first. The new Plan agent in Visual Studio is built for that exact moment. Select Plan from the agent picker, describe what you want to build, and Copilot explores your codebase with read-only tools, asks clarifying questions, and drafts an implementation plan as a markdown file at .copilot/plans/plan-{title}.md.

No files are modified until you review the plan and click Implement plan. At that point, the work is handed off to Agent mode for execution.

This is a small workflow shift with a big payoff. For unfamiliar codebases, large features, or team coordination, the plan becomes a shared artifact. You can edit it, discuss it, or hand it to a teammate. Coding becomes a conversation before it becomes a diff.

Review Everything at Once

When Copilot edits several files, clicking through each diff separately gets old fast. The new multi-file summary diff shows every changed file in a single tab. After Copilot finishes editing, click Open change summary view in the Copilot Chat working set.

From there you can accept or undo at three levels: across all files, per file, or per diff chunk. You can collapse everything for a quick overview, step through chunks with next and previous buttons, or open any individual file when you need full context. The same unified diff view also works outside Copilot edits for reviewing broader changes.

This is the kind of quality-of-life improvement that makes agent-assisted coding feel manageable. You still decide what ships. You just decide faster.

See Your Context Window

Long Copilot sessions accumulate context: conversation history, attached files, tool definitions, cached state. Eventually the context window fills up, and earlier parts of the conversation start getting lost. Visual Studio now shows a small ring icon at the top right of the Copilot Chat prompt box that fills like a donut as you consume context.

Click it for a detailed breakdown and use Summarize conversation to compact older turns and free up space. It is a simple visibility feature that helps you avoid the subtle degradation that happens when Copilot silently runs out of memory for the conversation.

Agents That Participate in the Work

At Build 2026, Microsoft signaled a clear direction: GitHub Copilot in Visual Studio is moving toward agents that participate in the full development lifecycle. That means agents that can help with debugging, profiling, and testing alongside you, using the debugger, profiler, and test tools that already exist in Visual Studio.

The value is not replacement. It is connection. These tools already provide deep runtime insight. The agent helps turn that insight into action: identifying issues faster, explaining what is going on, suggesting concrete fixes, and helping validate the results. For large C# or C++ codebases, where the hardest problems are rarely "write this function" and usually "figure out why this is slow under load," that integration matters.

Modernization That Moves Your Apps Forward

One of the standout Build announcements is the expansion of GitHub Copilot modernization in Visual Studio. This is an integrated agent experience that helps you upgrade existing applications to the latest .NET stack.

For example, you can migrate Web Forms applications to Blazor for a modern component-based web stack, or add .NET Aspire for cloud-ready observability and orchestration. The modernization agent assesses your project, builds a plan, and executes upgrades step by step. If you have been carrying a legacy Web Forms app because a full rewrite never made sense, this gives you a practical path forward without starting from scratch.

Microsoft-Authored Skills That Show Up When You Need Them

Another subtle but important improvement: Microsoft-authored skills that apply automatically based on your project type and the task at hand. Instead of needing to know which skill exists and how to invoke it, the right capabilities surface when they are relevant. Less prompting, less guesswork, and a more helpful experience overall.

You can also manage all your Agent Skills from a new Skills panel in the chat window, where you can view, edit, open, or search skills by name or keyword.

Bring Your Own Key, Bring Your Own Model

Historically, AI integration in Visual Studio has been limited to a small set of sanctioned endpoints. That works for many developers, but it leaves teams with unique performance, cost, or compliance needs behind. Microsoft is moving toward a BYOK (bring your own key or model) approach, so you can use different AI models that run locally or in the cloud.

That flexibility means Visual Studio can meet your environment rather than forcing your environment to bend. For regulated industries, hybrid cloud setups, or teams experimenting with local models, this is a meaningful opening.

Under the Hood: The GitHub Copilot SDK

These features are being built on a unified foundation: Visual Studio is moving to the GitHub Copilot SDK as the base for its AI integration. That will not show up in a menu, but it matters. Microsoft is not trying to replace Visual Studio with a chat interface. It is making the IDE itself smarter. Copilot is becoming a better collaborator within that world rather than a separate one.
