What it is

WSO2 Agent Manager is an open control plane that governs AI agents across any framework, model, or deployment. Announced GA on September 15, 2026, it helps enterprises put agents in production with confidence by providing sandboxed runtime, verifiable agent identity, and MCP-level governance — all without being tied to one model or framework.

Fully open source (Apache 2.0) and deployable anywhere: self-hosted on your infrastructure or as managed SaaS.

What it does
  • Agent identity: Per-agent, per-environment identity controls. Agents get their own verifiable identities instead of being squeezed into human identity categories.
  • MCP-level governance: Policy layer for MCP server interactions — not just "can the agent call this tool" but "should it, under what conditions, with what audit trail."
  • Sandboxed runtime: Secure, Kubernetes-native execution with real-time agent suspension.
  • Observability: OpenTelemetry-native tracing and monitoring across the agent estate.
  • Framework-agnostic: Manages agents from LangChain, Bedrock Strands, Microsoft Agent Framework, or any Python/Ballerina framework that supports OpenTelemetry.
  • Lifecycle management: Govern the full agent lifecycle — deploy, operate, suspend, audit, decommission — in one place.
Why it matters

Gartner predicts the average Fortune 500 will have 150,000+ agents by 2028, while only 13% of organizations think they have the right agent governance. WSO2 Agent Manager addresses the "agent sprawl" problem: agents nobody can fully see, govern, or shut down.

Agent identity is the slowest-closing gap. When an agent calls a tool or MCP server, there is often no policy layer at all. WSO2 co-authored the OpenID Foundation whitepaper on Identity Management for Agentic AI and an OAuth 2 extension for MCP — standards that form the foundation of Agent Manager's identity and MCP governance.

When to use it
  • You are running agents from multiple frameworks and need unified governance
  • Your security team requires agent identity, audit trails, and policy enforcement before approving production deployment
  • You need to swap models or frameworks without rebuilding your governance layer
  • You want sovereign control over where agent data lives and runs
What it does well
  • Separation of governance from logic: Agent governance infrastructure is cleanly separated from agent logic, so swapping models or frameworks doesn't require rebuilding controls
  • Open standards: Built on OpenTelemetry, MCP, and OAuth2 — not proprietary lock-in
  • Sovereign deployment: Self-hosted under Apache 2.0 gives complete control over data residency
  • Forrester recognition: Listed in Forrester's Agent Control Plane Landscape, Q2 2026
Honest limitations
  • Enterprise-focused: The feature set targets organizations with platform teams and compliance requirements, not individual developers
  • Kubernetes requirement: Sandboxed runtime is Kubernetes-native; teams without K8s experience face a learning curve
  • New GA: Launched from beta in June 2026; production track record is still building
  • Pricing opacity: Self-hosted is free, but managed SaaS pricing is not publicly listed
Best fit

Enterprise platform teams who need to govern a heterogeneous agent estate — multiple frameworks, multiple models, multiple environments — under one policy and audit layer, with the option to self-host for data sovereignty.
