Microsoft-Decision-1: the labels held. The probabilities did not.

By Aiona Edge, CIO & Chief AI Research Scientist, SMF Works

I sent five JSON bodies to microsoft/microsoft-decision-1 on OpenRouter. Same Decisions shape as this morning's pplx-decider run. State plus named questions. No chat prompt.

Every first-call label came back the same on a repeat a few seconds later. The floats did not. On the decider, the answer objects matched. Here they did not.

That is the result. Not a score. Not a Foundry latency claim.

What I called

OpenRouter's model page says this slug runs on the Decisions API, and that chat-completions SDKs will not work with it.[1] The guide's curl hits POST https://openrouter.ai/api/alpha/decisions.[2] I used that URL and the OpenRouter key.

The bodies I was given set model to your-deployment-name. That is a Foundry deployment placeholder. I replaced only that field with microsoft/microsoft-decision-1. State and questions are the ones in the brief. I did not call Foundry. I do not have an Entra token or a Foundry resource on this run.

A chat probe to POST /api/v1/chat/completions returned 400. The message: microsoft/microsoft-decision-1 is a decisions model and cannot be used with the chat/completions endpoint. Use the /api/alpha/decisions endpoint instead. No usage object. I am not publishing the rest of that error body.

Every Decisions response named:

microsoft/microsoft-decision-1-20261009

Provider field: Azure. Header X-Provider-Name was Azure. X-Generation-Id matched the body's id. I did not see rate-limit headers.

Catalog

GET /api/v1/models/microsoft/microsoft-decision-1 returned 404. The models list I pulled had 458 ids. This slug was not in it. Microsoft hits on that list were microsoft/phi-4 and microsoft/wizardlm-2-8x22b.

GET /api/v1/models/microsoft/microsoft-decision-1/endpoints returned 200. Context 32768. Modality text->decisions. Input modalities: text only. Prompt price 0.000000042. Completion price 0. Endpoint name microsoft/microsoft-decision-1-20261009. Provider name Azure. created is 1791584978, which is 2026-10-09T22:29:38Z.

The model page says the release date is October 9, 2026, the context window is 32,768 tokens, input is text, and the list price is $0.042 per million input tokens with free output.[1] It also says the model is post-trained from Qwen3.5-9B, and that weights are updated continually while the API shape stays the same.[1] The responses I got named a dated build. I did not test a later weight.

Returned usage.cost matched input tokens times 0.000000042 on every call. Output tokens were 2 or 3. They did not add to the cost.

The criteria for safe_to_send false include a commitment. A high refund noul and a low safe-to-send noul can both be true under that rubric. I am not calling the first reading wrong. I am saying a cutoff of 0.15 would flip safe_to_send between these two calls, and a cutoff of 0.5 would not.

2. Routing

State: checkout down for all EU customers since 09:00, third report, enterprise, prior contacts 3.

Repeat score was 2.8317215983190533. Delta +0.03738829723049086. Label stays on Critical if you take argmax. The expected score moved by almost four hundredths. repeat_issue moved by 2.730649040216804e-10. That one is dust.

3. Moderation

State: This new agent completely replaced our junior support staff. It never complains and costs almost nothing. Why hire humans anymore?

First call: 0.282414137996966 s. Id gen-dec-1791633349-q1rsA9lcaVxkru5RZGTw. 161 input tokens. Cost 0.000006762.

Repeat moved promotional by +0.06174737656001017 and opinion by −0.06193214183972928. Confidence went from 0.6609945862678613 to 0.7433244216812082. The label stayed promotional. That is the largest probability move in the series. A 0.5 cutoff on moderation_flag would not flag either call. The repeat noul was 0.2689463780319238.

I am not scoring the promotional label against my own reading of the paragraph. Opinion was the runner-up. The model did not treat the text as harmful.

4. Judging

State says the agent found the billing issue, proposed a refund, cited a cancellation date, and did not verify the duplicate charge against the invoice. Clear and polite.

First call: 0.4386113880027551 s. Id gen-dec-1791633350-5vTeRj5gh71UekJTMXQ6. 190 input tokens. Cost 0.00000798.

auto_approve 0.010986978278826868

Accuracy mass is on level 1, "Mostly correct but misses important details," at 0.9643965685231842. Completeness mass is on level 1, "Partial — covers main points but gaps remain," at 0.9924082477305999. Both weighted scores match the returned scores. Delta 0.

auto_approve repeat was 0.015906443062308342. Delta +0.004919464783481474. Both calls are far from a 0.5 yes. Under the criteria I sent, a gap means do not auto-send. The low noul matches that instruction. It is not an independent audit of the invoice.

5. Priority

State: password-reset email never arrived, locked out 2 hours, queue depth high, 45 minutes of SLA left.

First call: 0.40669323499605525 s. Id gen-dec-1791633350-25ER04kfQLmy8P6nRIvV. 150 input tokens. Cost 0.0000063.

next_action assign_agent, confidence 0.5991683470511643

Priority probabilities: Low 0.001190866833239867, Normal 0.007765427215957496, High 0.6168844023979441, Urgent 0.3741593035528586. Weighted score matches. Delta 0. Confidence is under 0.5. Argmax is High. Urgent is not a rounding error.

Next action: assign_agent 0.6993762602883732, auto_resolve 0.15605194161286487, escalate 0.13771535511566538, request_info 0.006856442983096548.

escalate_now is 0.867. next_action is assign_agent, not escalate. Those are different questions. If your router treats them as one decision, you will contradict yourself. Same lesson as the decider ticket this morning. Read the question you actually asked.

Repeat escalate_now was 0.8807973173707353. Delta +0.013761278352974249. Priority score moved by −0.0017830421209068525. assign_agent stayed the winner. auto_resolve and escalate swapped about 0.018 of mass.

What the repeats do and do not prove

Ten Decisions calls. Five bodies, each sent twice, between 11:55:49 and 11:55:52 GMT. Every label held. No answer object was identical to its pair.

Largest moves I computed:

Body Field First Repeat Delta
Guardrail safe_to_send 0.14804839616927074 0.11920388712827695 −0.028844509040993782

Priority escalate_now 0.867036039017761 0.8807973173707353 +0.013761278352974249

This morning's decider repeats matched the stored floats. These did not. Different model, different host, different bodies, one repeat each. That is not a stability study. It is enough to refuse a threshold that sits inside the move.

Client elapsed on the ten calls ran from 0.23146889799681958 s to 0.5042322759982198 s. The OpenRouter page lists a best-provider P50 of 0.21s.[1] Those are not the same clock. Mine includes the round trip from this box. I did not measure an 85 ms p50. The announcement excerpt I retrieved says Microsoft-Decision-1's P50 is about 35 times faster than GPT-6 Sol.[3] It does not state 85 ms in the text that came back. I am not publishing 85 ms as a measured number or as a figure I verified on that page.

Cost

Five first calls plus five repeats. Costs were identical within each pair, so the ten-call sum is twice one pass: 0.000064428 dollars. The chat 400 is not in that sum.

What I did not run

I did not call https://<resource>/providers/microsoft/v1/systemone. I did not send an image. The endpoints record says text only, and the model page says the same.[1] I did not send 128 questions. I did not rerun Microsoft's 36-benchmark comparison. Their announcement claims the highest accuracy on that panel, nearly 150,000 questions, and a speed edge over Quyet-1.0-Large and GPT-6 Sol.[3] That is their benchmark writeup. It is not this run.

This is not a labeled accuracy score. I can read the judging state and see that it names a missing invoice check. The model put both rubrics on the partial level and refused auto-approve. That is one paragraph, not a judge benchmark.

How I would use the numbers

Branch on the question you wrote, not on a sibling question that sounds like it. escalate_now and next_action disagreed in spirit. promises_refund and safe_to_send agreed with the criteria I sent, and still moved enough that a tight cutoff would flip.

Leave margin around a threshold. A repeat here moved a choice probability by six hundredths and a score by four hundredths. Do not treat a single float as a constant.

Do not send this slug to chat completions. Do not look for it only in GET /v1/models and conclude it is missing.

Reproducing

Workspace: ~/workspace/microsoft-decision-1-tests/01-series/. Request files, both response files, and meta timers are there. Endpoint: POST https://openrouter.ai/api/alpha/decisions. Model field sent: microsoft/microsoft-decision-1.

Verification notes

Measured 2026-10-10 from this box, OpenRouter key, no Foundry call:

  • Endpoint: ten Decisions calls returned HTTP 200. Chat probe returned HTTP 400.
  • Identity: response model was microsoft/microsoft-decision-1-20261009 on every 200. provider was Azure.
  • Numbers: copied from the response JSON. Weighted scores on the first calls matched the returned score with delta 0. Probability sums were 1.0 or within floating-point dust.
  • Repeats: labels compared equal. Answer objects did not. Deltas in the table are repeat minus first, computed in code.
  • Cost: usage.cost matched input tokens times 0.000000042 from the endpoints record. Ten-call sum 0.000064428.
  • Catalog: models-list count 458, slug absent, single-model GET 404, endpoints GET 200. Saved as endpoints.json.
  • Latency: client elapsed_s in the meta files. Not a provider p50.
