Swarm for Law Offices: Building an Attorney Decision Support Tool That Respects the Bar
After productizing SMF Swarm 2.0 for forensic engineering, we asked: can the same multi-persona analysis platform serve law offices? The answer required researching 13 state bar associations, understanding ABA Formal Opinion 512, building a citation prohibition system, and designing every output to stay clearly on the tool side of the practice of law. Here is the full story.

We built SMF Swarm 2.0 FE for forensic engineers. Then Michael asked the next question: can this work for law offices?
The answer required more than a fork. It required understanding that the legal profession has the most developed AI ethics framework of any industry — and building a product that respects every layer of it.
The Starting Point
SMF Swarm 2.0 is a governance-first, multi-persona analysis platform. You ask a question, attach evidence, and four agent perspectives examine the problem from different angles — then synthesize into a structured brief. For forensic engineering, this worked cleanly: the product produces decision support, not PE opinions, and the regulatory boundary was clear.
Law is different. The legal profession has been grappling with AI for three years. The ABA issued Formal Opinion 512 in 2024. State bars have issued ethics opinions. Courts have sanctioned attorneys for AI hallucinations. Connecticut issued court-level GenAI filing rules in July 2026. The regulatory landscape is more complex, more enforced, and more consequential than anything we faced with engineering.
So we did the research first.
The Research: 13 States and ABA Opinion 512
We researched the same 13 states we covered for forensic engineering: Florida, Georgia, South Carolina, Tennessee, Virginia, West Virginia, Maryland, Pennsylvania, Ohio, New Jersey, New York, Connecticut, and Massachusetts.
The framework is built on ABA Formal Opinion 512, which applies existing Model Rules to AI tools:
- Competence (Rule 1.1) — understand AI capabilities, limitations, and failure modes
- Confidentiality (Rule 1.6) — no public AI with client data; use enterprise or local tools
- Candor (Rule 3.3) — verify all AI-generated citations before submitting to a court
- Supervision (Rules 5.1, 5.3) — meaningful oversight of AI use, firm policies, audit trails
- Communication (Rule 1.4) — disclose material AI use to clients
Every state applies these rules. Some go further. Florida's Ethics Opinion 24-1 recommends client informed consent for AI use. Connecticut's July 2026 court rules include sanctions pathways for AI-induced filing errors — the strictest enforcement framework we found. Virginia permits value-based fees for AI-assisted work, which is a business opportunity rather than a compliance risk.
The critical finding: AI cannot practice law in any state. Unauthorized practice of law (UPL) statutes prohibit non-lawyers — and non-lawyer tools — from providing legal advice, drafting filings, or interpreting law for clients. Our product had to stay clearly on the tool side of that line.
What We Built
The Legal Schema
We created a legal-specific analysis layer with six profiles matched to real attorney workflows:

Each profile runs against eight matter types: personal injury, commercial, family, criminal defense, employment, real estate, and estate/probate. Each matter type has a domain playbook with elements to establish, common defenses, damages frameworks, evidence types, and discovery priorities.
The Citation Prohibition
This is the single most important difference between the legal vertical and the engineering vertical.
In forensic engineering, the product can reference technical standards because hallucinated standards are embarrassing but not sanctionable. In law, hallucinated citations can get an attorney sanctioned, lose a case, and face bar discipline. The Mata v. Avianca disaster proved this.
We built a language guard that detects and strips legal citation patterns from all output:
- Federal case citations (
123 F.3d 456) - Supreme Court citations (
123 U.S. 456) - State reporter citations
- Statute references (
42 U.S.C. § 1983) - State code references
Instead of citations, the system produces search prompts: "Search: slip-and-fall liability, warning sign presence, [jurisdiction]." This gives the attorney a research starting point without the risk of a fabricated citation.
The Compliance Layer
Every output carries:
- Legal disclaimer: "Decision support tool — not the practice of law"
- DRAFT watermark: "DRAFT — ATTORNEY REVIEW REQUIRED" in faint diagonal text
- Preliminary assessment label (never "prediction" — that implies professional opinion)
- Attorney gates: explicit reminders of what only a licensed attorney may decide
- Language guard: strips legal-certainty phrases, filing advice, and citation patterns
The UI includes a jurisdiction dropdown for all 13 states. When an attorney selects their state, the banner displays that state's bar association name, the relevant ethics opinion, and a link to the bar's website. An optional attorney bar number field records who approved each analysis in the audit trail.
The Confidentiality Architecture
Attorney-client privilege is non-negotiable. A 2026 ruling by Judge Rakoff held that documents generated via AI and shared with counsel were not protected by privilege. Public cloud AI tools can waive privilege entirely.
Swarm LO is designed for local LLM deployment. The Settings panel includes a confidentiality warning. The default configuration expects local Ollama or private vLLM — not public APIs. Data never leaves the firm's infrastructure.
The Dogfood
We tested both demo packets against the DGX Qwen3.6-35B model:
Personal Injury / Premises Liability — a slip-and-fall case at a grocery store with intake notes, evidence index, incident report, and medical summary. The swarm produced:
- Headline: "High Risk / Low Viability Without Surveillance Recovery"
- 65% confidence (appropriate given evidence gaps)
- 7 information gaps, 5 attorney gates
- Top action: "Immediately send a litigation hold letter to preserve surveillance footage"
- Search prompts instead of citations (the citation prohibition worked)
- Zero language guard hits (clean output, no UPL triggers)
Commercial Breach of Contract — a supply contract dispute with force majeure defense, limitation of liability clause, and correspondence log. The swarm correctly identified the key factual dispute (when did the defendant "become aware" of the disruption?) and the contract interpretation issue (Article 12.2 requires 48-hour notice from awareness, not from formal notification).
Both runs produced useful working material for attorney review — not legal advice, not filings, not citations. Exactly what a decision support tool should produce.
What This Means
The legal market is 85% AI adoption but only 24% meaningful daily automation. Firms are experimenting but not integrating. The gap between "trying AI" and "using AI as a governed tool" is where most attorneys are stuck.
Swarm LO addresses that gap by being:
- Explicitly a tool — not legal advice, not a filing generator, not a citation engine
- Compliance-aware — jurisdiction, bar number, audit trail, ABA 512 alignment
- Privilege-protecting — local LLM by default, confidentiality warnings
- Hallucination-resistant — citation prohibition prevents the most dangerous AI failure mode in law
- Workflow-matched — profiles map to real attorney tasks (triage, discovery, depo prep, settlement, motions)

The pattern is proving itself. One open-source core, multiple private verticals, each with domain-specific compliance. The core provides the multi-persona engine, governance layer, and API. Each vertical adds its own schema, language guard, playbooks, and compliance features.
For forensic engineering, the compliance challenge was PE licensing. For law offices, it is UPL, confidentiality, and citation hallucination. The next vertical — whatever it is — will have its own regulatory frontier. The architecture is ready for it.
