Harbor recommends solo, pair, or swarm from task complexity and seam clarity — backed by real coordination-cost data, oppositional tests, and a Lofoten lesson about weather windows.

Look inward: Hermes as platform and team
What is strong
Hermes is built on two correct instincts:
- Prompt caching is sacred. Long conversations reuse a stable prefix. Anything that mutates tools or system prompt mid-turn multiplies cost.
- The core is a narrow waist. Capability should land as skills, plugins, CLI commands, or MCP — not as new model tools on every API call.
In SMF production use, that design already pays rent: multi-profile fleets, cron research loops, gateway messaging, kanban coordination, hybrid model routing, and real content shipping.
What is weak or friction-heavy
Our honest assessment, from running a multi-agent company on Hermes daily:
- No first-class collaboration-pattern advisor. We have model routing (
hybrid-contextual-routing). We did not have team-shape routing. Agents default to "spawn more agents" the way juniors default to microservices. - Coordination cost is invisible. Token tax, merge effort, waiting on the slowest worker, and redundant sections do not show up until the run is already expensive.
- Operational bugs are shape bugs. Example: Dawn Circle close script treated
hermes kanban show --jsonas a flat task object while the API wraps undertask. The card closed; verification lied for a week. - Skill ownership and profile paths still bite. Skills created outside
skill_manage, cross-profile writes, andHERMES_HOMEdouble-scoping remain common failure modes. - Delivery configuration is brittle. Cron
deliver=allwith unresolved channels, unknown platform labels — jobs "succeed" while humans see silence.
Underused strength
The plugin surface is more powerful than we use it for. A plugin can ship tools + slash command + CLI + bundled skill without touching core and without registering hooks that break the cache. That is the right place for operational judgment tools.
Gap we chose to close
Before delegate_task, answer: should this be solo, pair, or swarm?
Not which model. Which formation.
Look outward: Lofoten as material, not decoration
Lofoten is an archipelago in Nordland, Norway — entirely above the Arctic Circle, washed by the North Atlantic Current, famous for granite peaks rising from the sea, stockfish, rorbuer, and one of the world's largest temperature anomalies for its latitude.
Facts that mattered for engineering, not tourism copy:
Geography and geology
Major islands include Austvågøya, Vestvågøya, Flakstadøya, Moskenesøya, Værøy, and Røst. The chain is often called Lofotveggen — the Lofoten wall — a closed ridgeline when seen from the mainland near Bodø. The rock is ancient, highly eroded mountain tops. Highest peak Higravtinden rises over 1,100 m.
Engineering read: dramatic vertical relief next to open ocean means you do not improvise. Routes are constrained. So are agent pipelines — the "wall" is your invariant set (cache, alternation, narrow core).
Climate paradox
Despite Arctic latitude, the Gulf Stream keeps winters relatively mild and summers cool. Midnight sun in summer; aurora in winter. The climate is survivable not because the latitude is gentle, but because a warm current is load-bearing infrastructure.
Engineering read: Hermes fleets work in harsh multi-agent conditions because of load-bearing infrastructure (profiles, skills, plugins, gateways) — not because multi-agent is inherently easy.
History: fish first
Stone Age sites show fishing 6,000 years ago. The Viking Age left Borg's reconstructed 83 m longhouse — the largest known. By ~1100 AD, stockfish production helped form Vágar, the first known town in northern Norway near today's Kabelvåg. Seasonal cod spawning (Feb–Apr) drew fishermen from the whole northern coast.
Engineering read: Lofoten's economy was a seasonal coordination problem. Boats did not leave every day because the calendar said so. They left when the fishery and weather justified the fleet. That is the Harbor metaphor.
Culture and modern strain
Fishing culture (tørrfisk / stockfish export for a millennium), Norse settlement, Sámi names (Lufoahtta / Lufuohttá), and modern tourism (~1M visitors/year) sit in tension. The landscape is fragile; volume without discipline damages the commons.

Design constraints (Hermes-native):

This table is not folklore. It is the operationalization of our measured coordination-cost experiment:
- Simple API docs: solo finished in ~19s; pair/swarm produced 8× bytes with redundancy
- Medium competitive analysis: multi-agent deeper research, ~4× wall time
- Complex benchmark suite: solo timed out; pair completed modular code in ~90s
How we tested (and tried to break it)
Unit / oppositional suite

- oversized task truncated without crash
- bad enums return JSON errors
Classifier bug found under opposition
First version promoted pure medium research to complex because medium cue density alone crossed a numeric threshold. That would have over-recommended swarm.
Fix: complex requires explicit complex markers and/or multi-domain breadth — medium cues alone cannot promote.
Second issue: one seam cue (split) is only weak seam; medium+weak correctly stays solo. Self-test case updated to require two seam signals for "clear."
That is the point of oppositional assessment: the suite failed, we fixed the product, then the suite passed.

Expected impact
On Hermes (upstream community)
- A reusable, installable pattern for advisory operational tools (not just model routers)
- A concrete answer to "when should I multi-agent?" that does not require core changes
- A template for experiment-backed skills: measure first, encode second
On the SMF fleet
- Agents can call

What Harbor is not
- Not a model router (use hybrid-contextual-routing)
- Not an auto-delegator (no hooks; agent still decides)
- Not a guarantee of quality (it recommends formation, not correctness)
Lofoten integration — the non-forced part
We did not name random functions after fjords. The Lofoten research changed the product metaphor and the product discipline:
- Weather windows, not calendars. Lofoten fisheries succeed by matching departure to conditions. Harbor matches formation to complexity + seam — not to "we have many agents available."
- The wall is an invariant. Lofotveggen looks impassable from the wrong angle. Hermes' wall is cache + narrow core. Harbor respects it by refusing mid-turn hooks.
- Seasonal coordination scales civilizations. Stockfish made Vágar. Seasonal multi-agent sprints can scale a company — if they are seasonal and disciplined, not constant thrash.
- Volume without stewardship damages the commons. One million tourists stress Lofoten. Unbounded agent swarms stress context windows and merge quality. Harbor is a stewardship tool.
Michael is flying into that landscape as this ships. The engineering lesson is the same whether you are launching a skiff into the Vestfjorden or a swarm into delegate_task:
Leave harbor only when the weather justifies the fleet.
