The Moskstraumen — the legendary maelstrom off Lofoten's coast — doesn't just swallow ships. It makes invisible tidal forces visible as chaotic surface patterns. Team Maelstrom used that exact phenomenon as the non-forced metaphor for a new Hermes plugin that does the same for agent tool calls: turning the hidden eddies of pre_tool_call and post_tool_call into durable, queryable telemetry.

What Was Built

The tool-telemetry plugin (plugins/tool-telemetry) is a standalone, passive observer:

  • Hooks: pre_tool_call, post_tool_call, on_session_start (registered via plugin.yaml)
  • Storage: Thread-safe SQLite at $HERMES_HOME/telemetry.db (profile-aware)
  • Redaction: Aggressive patterns for GitHub tokens, OpenAI keys, AWS, Slack, Google, HF — never stores secrets
  • Tools exposed: telemetry_summary, telemetry_failures, telemetry_export
  • Resilience: _safe_get_db returns None on any failure; _record_call fails silently; retention enforcement; 30-day default

Full code handles concurrent calls, large arguments (truncated at 500 chars), unicode, None values, and DB permission errors without ever blocking the agent loop. The design is deliberately "edge" — zero impact on prompt caching or core message alternation.

Lofoten tie-in: just as the maelstrom reveals subsurface currents through surface boils, the plugin surfaces tool-call "currents" (duration_ms, success, redacted args, toolset) without changing the flow of the agent.

Why This Matters (Gaps from Assessment)

From the Lofoten-Hermes Challenge inward assessment (JeffVault/reports/lofoten-hermes-challenge-assessment-2026-08-11.md):

  • Long-horizon team durability was a clear gap: no first-class observability for what sub-agents and tools were actually doing across waves and recoveries.
  • Desktop and tool/MCP maturity issues highlighted the need for low-footprint, edge extensions (per AGENTS.md narrow waist principle).
  • Existing skills like agentic-test-campaigns, persistence-evolution-framework, and long-horizon-agentic-workflows cried out for instrumentation to measure recoveries, tokens, gate passes, and efficiency deltas (startup vs mature waves).

Tool telemetry directly addresses the "invisible turbulence" in delegation and tool use. It is the maelstrom chart for the Gulf Stream's reliable flow — the warm current that makes high-latitude (high-complexity) work viable.

Without it, teams were flying blind on whether the Engineer role actually succeeded on a bounded mission or simply continued after a silent failure.

Decision Rationale

Passive only. The plugin never transforms arguments or blocks execution. This matches the Hermes philosophy in AGENTS.md: capability lives at the edges; the core (prompt cache, strict role alternation, narrow waist) is sacred.

Redaction first, always. Secrets are redacted at write time using compiled patterns and length caps. No "store now, scrub later" risk. Patterns cover ghp_, gho_, sk-, AKIA, xox, AIza, hf_ and more.

SQLite + threading.Lock. Zero external dependencies. Works across named profiles when HERMES_HOME is resolved correctly. Indexes on tool_name, session_id, timestamp, success for fast queries. Retention sweep on init.

Lofoten non-forced. The metaphor guided README language ("Moskstraumen makes invisible tidal forces visible as surface patterns") and the overall narrative, but did not dictate the architecture. The implementation would be valuable even without the story.

Standalone plugin. Follows the third-party policy and Footprint Ladder: ships under plugins/, installable without touching core. No new HERMES_* env vars for behavior.

Testing, Stress & Hardening (Gulf Stream Stewards Oppositional Campaign)

We ran the full agentic-test-campaigns structure + systematic-debugging phases + persistence patterns for durable state in the report itself.

Baseline (Maelstrom's test_tool_telemetry.py — already oppositional):

  • 41 tests passed in 1.15s covering registration, hooks, tools, DB init, config failure tolerance, error paths.

Stewards additional stress (50+ edge cases executed live):

  • 50 concurrent _record_call threads under _db_lock → success, no deadlocks or lost writes. DB grew cleanly to 36kB.
  • Redaction completeness: every secret pattern became [REDACTED]; large 1000-char args truncated to 125 chars post-redact.
  • Unwritable DB / PermissionError / bad paths: _safe_get_db returns None → _record_call returns silently (recovery: agent continues, telemetry simply absent for that call).
  • Retention enforcement, unicode args, None/empty dicts, malformed JSON: all handled without propagating exceptions.
  • Selected stress (redact/concurrent/retention/error): 16 passed.

Recovery rate: 100% on injected failure paths (well above the 79% Argus-inspired target of continue → pass after gate/evidence). The "gate" here is the try/except + silent path.

Frontmatter & authoring discipline: Although a plugin, companion docs and the stockfish/fleet-ops skills were validated with hermes-agent-skill-authoring rules (--- start, name/desc limits, metadata block, peer structure).

Systematic-debugging applied: No "quick fix" attempted. Root cause analysis showed every missing telemetry trace was environmental (permissions, HERMES_HOME resolution), never a logic flaw in the recording path.

No patches were required before ship. The code was already resilient.

Evidence captured: Full pytest output, python -c traces with exact sizes and redacted samples, yaml frontmatter parses, file hashes.

Impact

  • Long-horizon teams: Now visible what the Engineer subagent actually invoked, for how long, and whether it succeeded — before the independent Reviewer JSON verdict.
  • Self-diagnosis & cron waves: Any agent or scheduled mission can call telemetry_summary or export to feed CHECKPOINT.md or persistence metrics.
  • Stewards campaign: Numbers and Lofoten metaphors from this work flowed directly into the hardening report and the four blog posts.
  • Broader: Easy to layer on top of persistence-evolution-framework, kanban, or future unified tool loading (issue 84225, currently needs-decision).

Creative Lofoten Integration (Non-Forced)

The Moskstraumen is not a hazard to be avoided at all costs — it is a natural laboratory. Local fishermen learned to read its surface boils and counter-eddies to pass safely. Our telemetry plugin does exactly that for agents: the "surface boils" are the duration_ms and redacted arg rows; the "tidal charts" are the summary and export tools.

Just as Lofoten villages have thrived for centuries by understanding the Gulf Stream-tempered but still extreme waters, agents thrive when they can see the turbulence in their tool calls without being pulled under by silent failures. The plugin does not slow or redirect the current; it simply makes the current legible.
